Rachel rated it really liked it Jul 20, So, with regards to why the Walled City grew upwards instead of outwards, if it were to grow outwards it would have gone into British territory and therefore puloinger have become subject to Hong Kong law and housing regulation. A top-down approach was taken towards the demolition process.
